You should check, if you have

- flowcontrol
and
- txqmonitor

disabled on your device(s).

Also check the following article, if it meets
your firmware versions and symptoms.

Sorry, forgot...the commands are:

set flowcontrol disable

set txqmonitor disable

or

set port flowcontrol *.*.* both disable
